Types of Evaluation and Assessment Criteria

An initial classification can be established based on four primary characteristics:

  1. Agent who conducts the assessment
  2. Purpose of the evaluation
  3. Purpose of the evaluation
  4. Phase of the project that focuses its review

Classification that groups the types of evaluation according to four characteristics:

Classification by Agent

  • a) External Review: The assessment does not depend on either the plaintiff or the executor agency.
  • b) Internal Evaluation: Evaluation of the body depends on either the plaintiff or the executor.
  • c) Self-assessment: Evaluation by planners or executors of the project as well on all or on certain stages.
  • d) Independent Evaluation: The evaluation is performed by an agent who has no dependent relationship with the parties involved in the project. Unlike external reviews, this demands full access to project information and the elimination of any control by those involved.
  • e) Joint Assessment: When a project involves executors as plaintiffs or several agencies, this type of valuation is made by forming a joint team composed of all parties in terms of the characteristics of the association and the weight that each institution has in the project.

Classification by the Type of Object

  • a) Evaluation of Projects: Focuses on a specific scope of intervention.
  • b) Program Evaluation: Analysis of various joint projects that address one or more objectives allocated for the program.
  • c) Joint Assessment: Consideration of activities simultaneously from different related projects and programs.
  • d) Meta-evaluation: Evaluates jointly the results of different assessments made about a group of interventions.

Classification by Objective

  • a) Participatory Evaluation: It aims to integrate the assessment process with representatives of institutions and stakeholders in the project. The evaluation is designed, implemented, and interpreted with the participation of everyone.
  • b) Formative Assessment: It aims to train by assessing a group of participants so that they can develop independently certain activities of the project implementation.
