Permanent Speed Signs

A permanent resume speed sign or a speed sign showing a higher speed will be placed at the end of each restriction.

CTC Main Track Authorization

A train is authorized to occupy the main track in CTC territory via:

  • Proceed indication from a controlled signal
  • Verbal authorization from a control operator

Relief and Short Turn Crew Procedures

When relief and short turn crews are called, arrange to furnish these crews with a fresh general track bulletin before they leave their initial terminal whenever possible.

Inoperative Highly Visible Markers

If highly visible markers become inoperative en route:

  1. Notify the Train Dispatcher (TD).
  2. Move the train to the next forward location where it can be repaired or replaced.

Reporting Unsafe Track Conditions

All unsafe or unusual track conditions must be reported to the appropriate Chief Dispatcher.

Issuing Rules and Regulations

Rules, regulations, and instructions can be issued, canceled, or modified by:

  • Track Bulletin
  • General Order
  • Special Instructions

Clearing Authority Limits

Before a field employee reports clear or releases a portion of authority limits, they must provide their name and the authority number to the train dispatcher or control operator. If a field employee begins to state information before the appropriate data is displayed on the computer screen, do not accept it.

TWC Territory and Signal Compliance

A non-restrictive track warrant is in effect when the "OK time" is applied. Any signal improperly displayed must be regarded as the most restrictive indication it can give.

TWC Main Track Authorization

Authorization to occupy the main track in TWC territory includes:

  • A Track Warrant
  • Rule 6.13 (Yard Limits)
  • Rule 6.14 (Restricted Limits)

Restricted Speed Definition

Restricted Speed is a speed that allows stopping within one-half the range of vision short of a train, engine, railroad car, men or equipment fouling the track, a stop signal, or a derail or switch lined improperly. The crew must keep a lookout for broken rail and not exceed 20 mph.

Timetable Characters and Flagging

  • B: General Orders, notices, circulars
  • R: Restricted Limits

Flag location: Right side of the track as viewed from the approaching train or the field side of outside tracks.

Dispatcher Compliance

Train crews must coordinate with the Train Dispatcher and comply with all instructions concerning handling.
