19th Century Reform Movements

In the nineteenth century, various social and political theories emerged to pursue a more egalitarian society. Key reformers included:

  • Jeremy Bentham: Founder of utilitarianism, he argued that a fair state seeks the greatest happiness for the greatest number of people.
  • Henri de Saint-Simon: Advocated for a new state organization where spiritual power resides with scientists and temporal power with productive industrial classes. He believed parasitic classes—such as the military, clergy, and aristocracy—should be eliminated.
  • John Stuart Mill: Proposed a social system bridging liberalism and socialism. Alongside his wife, Harriet Taylor, he was a pioneer in the fight for women's equality.

Social Democracy as an Alternative

Social democracy emerged as a distinct alternative to communist movements, characterized by:

  • A reformist path to socialism through worker participation in state policy.
  • A commitment to democratic political institutions.

Political vs. Social Democracy

  • Political Democracy: Defined by the existence of abstract rules and the formal structure of a democratic state.
  • Social Democracy: Defined by the presence of material and economic equality among citizens.

While political democracy can facilitate the defense of social democracy, the reverse is also true: social democracy without political democracy often concentrates power in the hands of unrepresentative bureaucrats, frequently leading to totalitarianism.

The Rise of the Social and Democratic State

Driven by trade union struggles and reform movements, developed Western nations began providing essential public services in the second half of the twentieth century while maintaining political freedoms. This gave rise to the social and democratic state of law, which includes:

  • Maintaining a free and universal education system.
  • Providing a comprehensive social security system.
  • Managing a sustainable pension system.
  • Developing and maintaining key infrastructure.
