Title VII: Budgetary System
Article 60: The Republican Moral Council does not display or sort the general supervision file. A decision may allow judicial copying, displaying, or inspection of any particular document, record, or book that corresponds to the file, except for documentation, books, or records that are of a privileged and confidential nature, according to the consideration of the President of the Republican Moral Council.
Article 61: Certified copies requested by authorities or individuals from the Republican Moral Council are issued by the Executive Secretary in cases where the President deems it appropriate. Certified copies may be issued through photographic processes, photocopies, or similar methods.
Article 62: Those who have submitted original documents to the Republican Moral Council are entitled to restitution, upon certification in the respective file, unless submission is required in some process or procedure.
Article 63: The hallmark of the Republican Moral Council will have a vertical ellipse fifty millimeters (50 mm) in diameter and forty millimeters (40 mm) in smaller diameter, the Coat of Arms of the Republic in the center, and an inscription around the top, overlapping the elliptical shape, that reads "Bolivarian Republic of Venezuela" "Citizen Power" and underneath: "President" "Republican Moral Council." The seal of the Permanent Secretariat of the Republican Moral Council will be forty millimeters (40 mm) in diameter, with the Coat of Arms of the Republic in the center, and an inscription on the top, circular and overlapping, that reads: "Bolivarian Republic of Venezuela" "Citizen Power" and at the bottom, overlapping the Shield: "Permanent Secretary" "Republican Moral Council."
Title VII: Budgetary System
Article 64: The Citizen Power is subject to existing laws and regulations on the development, implementation, and monitoring of the budget, as they are applicable. To ensure its independence and functional, financial, and administrative autonomy, the General State Budget will allocate a variable annual amount, which will be requested by the President of the Republican Moral Council with the consent of its other members. This allocation will include resources to implement the said Council.
Title VIII: Report and Accounts
Article 65: The Republican Moral Council will submit to the National Assembly, within the first ninety (90) days of each year, a report containing reasoned and adequate information about the Council's management in the immediately preceding year, in accordance with this Act.
Title IX: Final and Transitional Provisions
Article 66: An emergency reorganization and restructuring of the constituent bodies of Citizen Power is hereby declared. The parameters and time periods to effect the said reorganization and restructuring of the respective departments shall be in accordance with the Constitution of the Bolivarian Republic of Venezuela and the basic laws of the individual bodies that make up the said Power.
Article 67: This Law shall enter into force after its publication in the Official Gazette of the Bolivarian Republic of Venezuela.
