Title VI: Transitional and Final Provisions for National Security

Chapter I: Transitory Provisions

Article 57. Update of Data and Records

National, state, and municipal entities, or those responsible for the control and registration of persons, goods, and activities within the security zones established by this Act, shall be required to update and provide such data and information within a period not exceeding six (6) months from the publication of this Act, for submission to the National Executive. The Council of National Defense is required to create a national registry of security zones to safeguard data and information, allowing the State, through its bodies, to monitor, control, and supervise persons, goods, and activities within these zones.

Article 58. Validity of Existing Regulations

The laws and regulations governing the procedures for the declaration of security zones and the control of goods, persons, and activities found therein, shall remain in force, provided they do not conflict with this Act, until the promulgation of respective new regulations.

Chapter II: Final Provisions

Article 59. Promulgation of Regulations

The National Executive shall prescribe such regulations as determined by this Law within six (6) months after its promulgation.

Article 60. Criminal Sanctions Regime

The sanctions regime provided for in this Act shall remain in force until the appropriate sanctions are incorporated into the Criminal Code or the Military Justice Code, as applicable.

Article 61. Repeal of Prior Legislation

The Organic Law on Security and Defense, published in the Official Gazette of the Republic of Venezuela No. 1,899, Extraordinary, dated August 26, 1976, is hereby repealed. Likewise, all rules concerning National Security that conflict with this Act are repealed.

Article 62. Entry into Force of the Act

This Act shall enter into force upon its publication in the Official Gazette of the Bolivarian Republic of Venezuela. Given, signed, and sealed in the Federal Legislative Palace, seat of the National Assembly in Caracas, on the twenty-eighth day of November, two thousand and two. 192nd year of Independence and 143rd year of the Federation.
