C Diputación Special
There are certain territories that have characteristics at the provincial level:
- With the CA one province: In the CCAA, there is no deputation; the CA performs the functions. This applies to Madrid, Murcia, La Rioja, and Cantabria.
- The Basque Country and Navarra: In the case of Navarra, as a territory with jurisdictions (independence), there is a Board Member of Navarre. The Basque Country, as jurisdictions, has changed the names. Each province has one President (Deputy Government of Vizcaya, and Alava Guipúzcoa) and one province in parliament (Joint Government of Vizcaya, and Alava Guipúzcoa).
- The Balearic and Canary Islands:
- A. The Balearic Islands: It is one province, but each island has a different treatment. Each island has an Island Council, which is a small parliament. When the three councils meet together, they form the General Council, which acts as the plenary of the deputation of the islands. They gather 3 or 4 times per year for important decisions for each island.
- B. The Canary Islands: They maintain a division into two provinces: Santa Cruz and Las Palmas. The council is called Cabildo Insular de Santa Cruz and Las Palmas. Each Town Council has a plenary and a president, who is called the council chairman of Santa Cruz and Las Palmas.
D Other Local Organizations
There are four different local authorities in the province and municipality:
- County: The county, the EC recognizes the organizational level intermediate between the territory of the province and municipality. Each county will be attending to historical, cultural, and financial reasons. They will manage certain themes: mountains, tourism, and intercity roads. The EC agrees that the Communities themselves create other divisions.
- Metro: If a group of large urban agglomeration of municipalities believes that the appropriate management of certain services would be better and more efficient.
- Commonwealths of municipalities: Similar to the metropolitan area, this may occur in municipalities that are not in big crowds but want to effectively solve their services.
- Local Authorities Minor: These are local districts that can become independent, becoming a township itself. The step prior to becoming a prime minister is to be given independence as a Minor Local Entity (ELM). An ELM can become a town, and the neighborhood can become an ELM.
