The Role of the Accountable Manager

The top executive of a Part-145 organization is designated as the Accountable Manager. Their primary responsibilities include:

  • Demonstrate relevant knowledge, background, and experience in aircraft or component maintenance.
  • Maintain a working knowledge of Part-145 regulations.

Facility and Infrastructure Requirements

Facilities for line and base maintenance must provide:

  • Appropriate workspace for all planned maintenance tasks.
  • Protection from adverse weather elements.
  • Specialized workshops and bays.
  • Office accommodations for management and certifying staff.
  • A working environment that optimizes personnel effectiveness.

Staffing and Certification Standards

Base maintenance requires qualified personnel, including:

  • Certifying Staff: Qualified in categories B1, B2, or C as appropriate.
  • Support Staff: Personnel holding valid aircraft maintenance licenses.

Staff Authorizations

A Part-145 organization is prohibited from issuing an EASA Form 1 for any component not included on its Capability List. The organization's Maintenance Organization Exposition (M.O.E.), filed with EASA, dictates the authorized scope of work. Performing maintenance on components outside this scope is a violation of Part-145 regulations.

Airworthiness Directive Compliance

Part-145 organizations must track Airworthiness Directives (ADs) for all aircraft within their scope of approval. The organization is responsible for the continuing airworthiness of these aircraft; therefore, rigorous tracking and compliance with ADs are mandatory to ensure operational safety.
