This chapter outlines one of the municipality's major plans concerning sports development and infrastructure construction.

The Local Sports Infrastructure Plan

The Local Sports Infrastructure Plan (PALE) compiles the municipal census of existing sports facilities and spaces, along with the desired future state. It also includes privately owned sports facilities and those belonging to universities. The PALE is established in accordance with the guidelines of the Regional Master Plan for Sports Facilities and the General Urban Development Plan of each municipality.

Purpose

The PALE provides a physical support system for developing municipal sports. Its purpose is the effective management of sports infrastructure in each location. The master plan should include all public sports facilities in the municipality, encompassing those already built, those currently under construction, and those planned for the future.

Contents

The PALE consists of four content blocks:

  1. Characteristics of the City: Considering the geographical and climatic situation, collecting social, population, and sports data.
  2. Study and Presentation of the Current Situation: Conducting a census of local sports facilities.
  3. Study and Exploration of Future Needs: Researching for the creation of an infrastructure plan.
  4. Proposals for Future Actions and Strategies: Designing and deciding on the actions to be taken to meet identified needs.

    Process

    1. Needs Diagnosis and Study of Strengths and Weaknesses: Understanding the characteristics of the population, the status of sporting heritage, natural resources, and site plans.
    2. Needs Assessment: Aiming for at least 2m² of sports floor space per inhabitant.
    3. Sports Policy Making: Implementing strategic actions, using sports organization strategies, constructing alternative strategies according to the geographical environment, and developing strategies for the exploitation of available natural resources.
    4. Implementing Concrete Programs by Type: Managing sports fields effectively.
    5. Strategies to Implement:
      • Creating a master plan for sports facilities in the city.
      • Creating open facilities.
      • Developing facilities integrated with nature.
      • Identifying and leveraging local potential.
      • Increasing the use of existing facilities.
      • Improving the quality of management.
    6. Control of Proceedings:
      • Verifying that the diagnosis accurately reflects local conditions.
      • Clearly identifying local strengths and weaknesses.
      • Studying opportunities.
      • Reviewing operational strategies.
    7. Sector-Specific Diagnosis: Based on the municipality's available surface area, conducting sectoral, general, and sports-specific diagnostics for informed decision-making.
    8. Quadrennial Program Realization by Type: Allowing for the development of technical work with guarantees of rationality and control of projects.
    9. Design and Implementation of Projects.
    10. Control at the End of Each Project: Recapping all actions taken and goals set, then verifying the results obtained. The results will be analyzed during the annual management review.

    Outdoor facilities will be prioritized. Before creating new facilities, efforts will be made to maximize the use of existing ones.
