Procedural Specialties
Laws of Single Reading
These laws are recommended for their brevity and simplicity, allowing processing through a short, straightforward procedure.
Deployment of the Legislative Process
This is used when a bill is extremely short or addresses a matter with significant unanimity.
Project Proposal
Given the short project, it may be proposed to the full House for processing directly in a single reading, which opens a debate. Once held, the project moves to a vote.
Voting and Outcome
If the vote is favorable, the bill or proposition is approved; otherwise, it is rejected.
Procedural Specialty
The rank of the law remains unchanged; the specialty is purely procedural.
Laws Differentiated by Technical Complexity
These laws shorten procedures or deadlines, such as the Law on State Budget.
Matter and Scope
From a matter perspective, this includes all expenses and income, and is the quintessential public sector economic law (NO AC), as opposed to material.
Connection with Tax Matters
It has an intimate connection with tax matters, relating to taxes. The EC prevents the Budget Law from creating new taxes (tax reserve cannot be in the budget law to guarantee citizens).
Government Initiative
From a procedural perspective, this law has only government initiative, NOT other subjects; the government's competence is exclusive.
Debate and Approval in Congress
The law is debated and approved in Congress (passed by both houses).
Processing Times
Processing times are short to be ready by January 1st of the following year, so it must be approved before December 31st of the previous year (a much shorter procedure than the ordinary legislative procedure).
Full Approval
Full approval is required; there is no delegation. It is the law in which parliamentary groups should be positioned facing the public, and the debate should be high. It is the most important law of the year with significant impact.
Annual Nature
It is a law each year in time, and its preset expiration period has the effect of being assessed annually.
Extension of Previous Law
The law is not replaced each year due to political weakness of the government, which has not been able to carry forward the Budget Law; then, the previous law would be extended. Therefore, the effect is annual; if not replaced by another, the former is automatically extended until another law is adopted, as there is always a current budget law.
Project Adoption
If a parliamentary majority is obtained, a later project will be presented and adopted.
Hierarchy
The hierarchy is the same as ordinary laws of commission and single reading; its specialty is material and procedural.
