Geographic Information Systems (GIS) Fundamentals

A Geographic Information System (GIS) is a computer system designed to analyze and display geographically referenced information. It utilizes data that is intrinsically linked to a unique location.

Most of the information we have about our world contains a location reference. For instance, where are USGS streamgages located? Where was a rock sample collected? Exactly where are all of a city's fire hydrants?

Consider an example: if a rare plant is observed in three different places, GIS analysis might reveal that these plants are all on north-facing slopes, above an elevation of 1,000 feet, and receive more than ten inches of rain per year. GIS maps can then display all locations in the area that possess similar environmental conditions, guiding researchers on where to look for more of these rare plants.

Smart City Concepts and Characteristics

A smart city leverages information and communication technology (ICT) to enhance operational efficiency, facilitate information sharing with the public, and deliver a superior quality of government services and citizen welfare.

The primary objective of a smart city is to optimize urban functions and foster economic growth, concurrently improving the quality of life for citizens through the application of smart technologies and data analysis. The true value lies in how this technology is utilized, rather than merely the quantity of technology available.

A city’s "smartness" is typically determined by a set of key characteristics, including:

  • An infrastructure built around advanced technology
  • Proactive environmental initiatives
  • Effective and highly functional public transportation systems
  • Confident and progressive urban planning strategies
  • An environment where people can live and work efficiently within the city, effectively utilizing its resources

E-Governance: Digital Government Services

Electronic Governance (E-Governance) refers to the application of Information and Communication Technologies (ICTs) for delivering government services. This is achieved through the integration of various stand-alone systems, facilitating interactions across Government-to-Citizens (G2C), Government-to-Business (G2B), and Government-to-Government (G2G) services. E-Governance is often linked with back-office processes and interactions within the entire government framework. Through E-Governance, government services are made available to citizens in a convenient, efficient, and transparent manner.
