Process Definitions for DIPRES
- Strategic Proposal for Definitions: The work process begins by submitting technical comments from DIPRES regarding the strategic definitions of the institution. For this, we consider the strategic definitions presented in the previous year's budget and discuss their relevance to the allocation of resources and government and ministerial guidelines. Strategic definitions can be further improved based on our conversation at the meeting with DIPRES. The proposal from each institution must be submitted with its budget proposal.
- Formulation of Policy Development: Once the proposal is submitted to the Ministry of Finance, it is reviewed. In joint work with the institution, the presentation that will be incorporated into the information accompanying the Draft Budget Law is selected and defined. This phase includes technical analysis and consistency.
- Sending Strategic Definitions to Congress: This stage covers the formal delivery of the performance indicators to Congress along with the Draft Budget Law.
Process Indicators for DIPRES
- Proposed Indicators: The working process starts by sending technical comments from the Budget Directorate to each of the services. For this, we consider performance indicators from different sources of information available, such as indicators incorporated in the previous year's budget, indicators that come from the programs evaluated, and performance reports for the Integrated Management Balance. The proposed indicators are incorporated into the forms for the preparation of the Draft Budget Act in order to provide a basis for work in each institution. These can be modified, improved, and extended accordingly. The proposal from each institution must be submitted with its budget proposal.
- Formulation of Indicators: Once the proposal is submitted to the Ministry of Finance, it is reviewed and, in a joint effort with the institution, the reporting to be incorporated in the information accompanying the Draft Budget Law is selected and defined. This phase includes technical analysis and consistency between the set goals and the budget.
- Sending Performance Indicators to Congress: This stage covers the formal delivery of the performance indicators to Congress along with the Draft Budget Law.
- Monitoring: Monitoring is conducted on the basis of the information provided in the Balance for Integrated Management. Moreover, the service incorporates the necessary changes in the Management Information System and makes adjustments at the level of design and/or implementation of the system to maintain consistency in response to changes in the indicators sent during budget formulation.
