Types of Educational Institutions

Schools are classified into public and private. Public schools are those operated by a public authority. Private schools are those owned by a natural or legal private person. Concerted private schools are those covered by a legally established agreement (concert).

Educational Funding Agreements (Concerts)

Preference will be given to agreements that benefit school populations with economic disadvantages or those interested in implementing innovative educational experiences for the education system. In any case, preference will be given to centers that meet the above criteria, are constituted, and function as cooperatives.

It is for the Government to establish the fundamental principles for these agreements.

It is the responsibility of the Autonomous Communities to issue the necessary regulations for the development of the system of educational grants. The agreement will establish reciprocal rights and obligations regarding economic terms, duration, renewal, and termination.

The agreement scheme involves, for the owners of the centers, the obligation to provide free teaching of the same subject.

School Autonomy and Governance

Schools possess pedagogical, organizational, and management capabilities. Schools have the autonomy to develop, adopt, and implement an educational project, a management project, and their own rules of organization and functioning.

The educational authorities favor the autonomy of schools so that their economic, material, and human resources can adapt to the work plans and organizational structures they develop, once these are properly assessed and valued.

Educational Project (PEC)

The PEC is created by the teaching team, approved, and evaluated by the school board. It serves as a school's overall framework.

Key Features of the PEC

  • Ensures participation
  • Creates a formative evaluation model
  • Harmonizes diversity

Elements Structuring the PEC

  • Identity Statement
  • Educational principles
  • General objectives
  • Organizational structure of the center (Internal Regulations - RRI)

Annual General Programming (PGA)

The PGA is prepared by the management team.

It compiles proposals from the school and the faculty and is forwarded to the Education Authority once approved.

It is a school's planning document outlining activities, means, and resources for an academic year.

It publicizes the center's operation and its contribution to the educational community.

Components of the PGA

  • School calendar
  • Schedules
  • Teacher organization (coordination, tutoring)
  • Performance dates
  • Additional Services
  • Student Organization (CEO)
  • Extracurricular activities
  • Planning contacts with external institutions (e.g., police)

Included in the PGA

  • Procurement plans
  • Textbooks
  • Teacher training initiatives
  • Results obtained from the previous year
  • Delivery of inspection reports (in September)

School Organization and Educational Sciences

It is important to determine the place of school organization within the broad field of disciplines known as Educational Sciences (CCEE).

Educational Sciences aim to study the educational phenomenon from various perspectives, all equally important and providing a complementary view of its content.

School Organization is configured as an analytical and technical science, dealing with the management and coordination of the various elements involved in the educational phenomenon.

School Management Team

This is an executive governing body, consisting of the director, head teacher, secretary, and other members as determined by the education authorities.

Collegial Bodies and Coordination in Schools

School Board

The School Board is a collegial body for the participation of different sectors of the educational community in the governance, control, and management of schools.

School Faculty

The School Faculty is a collegial body for the participation of teachers in the center's governance, whose responsibility is to plan, coordinate, review, and, if necessary, decide on all educational aspects of the center.
