Content of Calls

The calls, along with their bases, are published in the Official Gazette and shall contain at least:

  • The number of places offered.
  • Center to which applications should be addressed.
  • Requirements to be met by applicants.
  • Selective tests that have to be held, and if applicable, list of merits to be taken into account.
  • Description of the selection board.
  • Qualification.
  • Program to govern the tests.
  • Calendar of evidence.
  • Order of performance of candidates, according to a prior draw.

Submission of Applications

Applications to participate in the proceedings should occur within a period of up to 20 calendar days from the day after the publication of the call in the BOE. To be admitted, and where appropriate, take part in the selection tests, simply declare that applicants meet the required conditions. After the deadline, the convening authority shall issue a decision within a maximum of 1 month, declaring approval of the list of admitted and excluded. This is also published in the Official Gazette. Subsequently, the dates and locations of the tests will be announced, if applicable.

Phase Range

Candidates who have passed the selection tests will be appointed probationary officials. Only career officials will be appointed if they successfully complete their probationary practices.

Acquisition of the Status of Official

The official status is acquired once the screening tests and appropriate training courses or probationary phase are passed.

Loss of Official Status

The status of an official is lost for various reasons, such as loss of Spanish nationality, disciplinary sanction of removal from and disqualification from public office, resignation, retirement, or failure to apply for reinstatement after leave.

Personal Records

All staff working for the government are in a central registry to record and control all acts affecting the administrative life of public officials.

Internal Promotion

This involves the ability to rise from the bodies or scales of a group of qualifications to another in the immediate superior group. Officers must possess the required qualifications and have at least 2 years of service. It is made by opposition or competition.

Public Employment in the European Union

The European Union is a source of public employment for thousands of people. The European Union selects staff according to the broadest possible geographical basis, between nationals of member states, and no jobs can be reserved for nationals of any given state. In addition to this type of access, there are also fixed-term contracts, placements, etc.
