Decentralization

Decentralization limits gross income and acts as a boundary for multiple legal communities. Decentralization occurs when a set of positive standards unifies a territory. This aligns with the principles of personality and territoriality, which form the foundation of state structure.

Military Civic Action Plans

These are actions undertaken by members of the armed forces to support the economic and social development of the civilian population at all levels. They are conducted with military expertise and resources, in collaboration with public or private entities. The goals are:

  • To improve the civilian population's perception of the military.
  • To assist areas affected by military operations.
  • To address areas lacking official action.

Article 105

The organic law of the armed forces designates the Ministry of Defense as the national planning body. Within its dependencies is the Joint Chiefs of Staff's Civic Action Division, responsible for planning, coordinating, and leading the armed forces' support in both wartime and peacetime.

Project Bolivar 2000

Through the combined efforts of the civilian population and the national armed forces, the macro project known as Plan Bolivar 2000, structured by the national executive, will be implemented nationwide. Its objectives are to address critical issues in:
