The Nature of Power

Power is the capacity of individuals, groups, or institutions to act or to influence others. Authority is recognized power that is exercised and accepted.

Political Power

Political power is the ability to lead and govern social situations. It is based on three elements:

  • Coercion: The ability to obtain obedience through deprivation or the threat of force, supported by the legitimate monopoly of physical force.
  • Persuasion: The ability to convince others. Ideology and propaganda are the primary factors in this process.
  • Retribution: Obtaining obedience through exchange, based on mutual profit between the leader and those who obey.

Legitimacy

Legitimacy is the justification of power, involving the recognition and acceptance of its validity. It is categorized as follows:

  • Charismatic: Power is legitimate if it has the support of the people.
  • Traditional: Legitimacy lies in tradition, morality, or religion.
  • Charismatic (Personal): Power is legitimized by the unique qualities of a leader qualified for command.
  • Effectiveness: Power is considered legitimate if it successfully protects and safeguards the lives and properties of the governed.

The State

The State is a territory defined by boundaries, governed by a political power supported by a legal system. This power has the authority to create laws and use force to ensure compliance.

The State should not be confused with civil society. Civil society is constituted by human relationships formed freely within a society (families, companies, associations, unions). The State is the political structure that regulates these relationships.

Duties of the State

  • Organization: Managing social life.
  • Problem Solving: Addressing social issues that only a state organization can resolve.

Powers of the State

  1. Legislative: The ability to develop and adopt laws.
  2. Executive: The ability to manage internal and external politics and implement laws. This is the responsibility of the government.
  3. Judiciary: The ability to control the proper performance and application of laws.
