1. Concept and Classification of the Tertiary Sector

The tertiary sector consists of activities that provide services to satisfy people's needs and wants. Unlike the primary and secondary sectors, it does not produce physical goods but offers intangible services. These can be classified by two main criteria:

Management: Who Provides the Service

  • Public Services: Managed by the state, local councils, or autonomous communities. Their primary function is social, including education, healthcare, elderly care, and water supply.
  • Private Services: Managed by private companies aiming to generate profit, such as banking, retail, tourism, and legal services.

Function: Types of Services Provided

Due to the diverse range of human needs, services are categorized as follows:

  • Social Services: Education and health.
  • Administrative Services: Processing of private and official documents.
  • Financial Services: Banking, loans, currency exchange, and bill payments.
  • Cultural Services: Management of museums, concerts, exhibitions, theaters, and cinemas.
  • Professional Business: Lawyers, architects, hairdressers, plumbers, engineers, tailors, doctors, and electricians.
  • Hospitality Business: Hotels, restaurants, and pubs.

2. Relationship Between the Tertiary Sector and Development

In developed countries, the majority of the workforce is employed in the tertiary sector, which accounts for more than 70% of wealth and employment. This dominance is driven by:

  • Government Investment: Provision of universal basic social services.
  • High Disposable Income: Increased spending on shopping, leisure, and tourism.
  • Tertiarization of Industry: Growth in service-related industrial roles such as sales, distribution, design, and advertising.
  • Primary Sector Mechanization: Reduced labor requirements in agriculture leading to a shift toward services.
