Public policy can be defined in common terms as "a set of principles and institutions which are fundamental in the social organization of a country that inspire their jurisprudence"

Article 39 states that the use of weapons should be considered as a last resort.

Human Rights: A set of universally accepted principles, recognized constitutionally and legally guaranteed, aimed at ensuring human dignity as a person, both individual and social, material and spiritual.

Homeland Security refers to the notion of relative stability, calm, and predictability that is beneficial for the development of a country, as well as the resources and strategies to achieve it (mainly through national defense).

First Generation: The first generation of human rights is essentially about freedom and participation in politics. They are fundamentally civil and political rights that serve to protect the individual from the excesses of the State. The first generation rights include, among other things, freedom of expression, the right to a fair trial, freedom of religion, and the right to vote.

Second Generation: The second generation of human rights is related to equality. They are fundamentally social, economic, and cultural in nature. They assure different members of equal citizenship and equal treatment. This includes the right to employment, education, housing, health, social security, and unemployment benefits.

Public Order constitutional principles refer to events that affect the lives of citizens and have nothing to do with the private lives of people, unless this privacy overflows channels and affects the normal life and development of other citizens.

Rodeo Situation: Almost 4,000 soldiers continued the intervention of the prison in El Rodeo, in northern Venezuela. On Friday, the operation left two National Guard officers and an inmate dead, according to the interior minister. "The attitude is still hostile; they refuse to dialogue," said the official, reiterating the call for inmates to disarm and allow the entry of law enforcement into the jail. In Rodeo, officials seized dozens of weapons, shotguns, rifles, grenades, pistols, 5,000 rounds of ammunition, and a hundred drugs and cell phones. This is part of the "humanization of the prison population."

Public Safety: It is the protection of people in the streets, the security of housing, and other public and private places against threats, dangers, and attacks from delinquency.

Purpose of Order: The State requires order to perform its processes, which are organized by the powers that empower institutions to exercise that power within the system. This internal order must be maintained, particularly with the cooperation of the National Armed Forces, taking into account the need for facts, the availability of resources, and specialized training to meet this need.
