Characteristics of the Imperfect Labor Market

Perfectly Competitive Market Features:

  • Many suppliers and many demanders
  • Homogeneous products
  • Companies have no influence on price (price determined by supply and demand)
  • No barriers to entry or exit

Labor Market Analysis:

Let's examine these characteristics in the labor market:

1. Many Workers and Many Companies:

This feature is met.

2. Homogeneous Labor:

This feature is not met. Workers differ significantly in age, capacity, development, and attitudes. Tasks performed, job locations, effort required, wage responsibility, and social prestige also vary.

3. Company Influence on Wages:

This feature is not met. Companies have influence on wages, which are not solely determined by the law of supply and demand. Both workers and companies can influence wage setting through bargaining, often involving unions. Skillful negotiation can lead to better results.

4. Barriers to Entry and Exit:

This feature is not met. There are significant barriers to market entry; labor is not completely free. Companies select their workers, and certain groups (e.g., women, immigrants, individuals over 45, young and inexperienced) face considerable difficulty finding employment. Furthermore, there is no complete freedom of exit, as work is essential for living, and workers often perceive finding another job as challenging.

In conclusion, only the first characteristic of a perfectly competitive market is met, confirming that the labor market is an imperfectly competitive market.

Unemployment and Its Measurement

Definition of Unemployment:

Unemployment occurs when there are more workers willing to work for prevailing wages than there are jobs offered by companies.

Unemployed people are defined as those who are able to work but are not currently working for the following reasons:

  • Cannot find work.
  • Are suspended from employment.
  • Have not yet started work due to a future start date.

Societal Impact of Unemployment:

Unemployment is a principal problem of modern societies. In Spain, the unemployment rate is notably high compared to other countries.

Unemployment presents several challenges:

Economic Problem for Families:

It leads to very low or no income, causing financial hardship.

Social Problem for the State:

It increases state spending on welfare and social programs.

Psychological and Health Issues:

It can cause psychological distress and contribute to family illnesses.

Measuring Unemployment:

Unemployment is measured in two primary ways:

  1. The Labor Force Survey (LFS) / Encuesta de Población Activa (EPA): Developed by the INE (National Statistics Institute) and published quarterly, this survey provides a comprehensive measure of employment and unemployment.
  2. National Employment Institute (INEM) Registration: This method counts the number of registered unemployed individuals. Published monthly, this figure is generally lower than the LFS because not all unemployed individuals register.

International Labour Organization (ILO) Definition:

According to the ILO, an unemployed person is defined as anyone over sixteen years of age who is available for work and actively seeking employment. A person is considered to be actively seeking employment if they have been in contact with an employment office in the past four weeks.
