The Political Evolution of the Franco Regime

Origins and Consolidation of Power

The Francoist regime, established in 1939 following the Spanish Civil War, maintained a dictatorship for 40 years. The country was deeply divided into two camps, with the losing side suffering severe repression. In its early years, the regime sought to consolidate power, with Francisco Franco serving as the Chief of State, Head of Government, and Generalissimo of the Armed Forces.

International Relations and Institutionalization

Following World War II, the regime attempted to improve its international image to escape isolation. Key developments included:

  • 1942: Creation of the Cortes, presented as an organic democracy.
  • 1945: Promulgation of the Fuero de los Españoles, which granted limited rights and freedoms.
  • 1955: Spain joined the United Nations, marking a shift in international relations.
  • 1959: Approval of the Stabilization Plan, which fostered significant economic development.

Ideology and Internal Tensions

The regime was characterized by an illiberal, anti-Marxist ideology rooted in the principles of the Falange. By the late 1960s, internal divisions emerged within the government, exacerbated by the Matesa scandal, which involved the misuse of official credits.

The Organic Democracy and Succession

In 1967, the Ley Orgánica del Estado (LOE) was introduced to perpetuate the regime. By 1969, the Law of Succession was established, centralizing all powers in Franco and preparing for a future monarchy. Despite these efforts, the regime faced persistent criticism, notably during the 1962 Munich conference.

The Final Years and Transition

In 1973, the government structure changed with the appointment of Luis Carrero Blanco as Prime Minister. Following his assassination and the subsequent death of Franco on November 20, 1975, Spain entered a new historical stage, beginning the complex transition from dictatorship to democracy.
