a) Selecting the first hierarchical level of top management issues
The minister concerned to define the professional profile of expertise and skills candidates must meet the paramount chief of the service. These profiles must be approved by the senior management board of public and sent to the national leadership of the civil service
b) Selection of the second hierarchical level of top management issues
The profile must be prepared by the head of the institution. Follow the same procedure as the first level.
The selection committee forms a second level of supervisor representative, a representative of the ministry and a representative of senior management committee published.
c) Principles that form the selection process
1.Uniformidad: All applicants will participate in the process with equal conditions and in accordance with standard procedure
2.Objetividad: technical evaluation process including verification of job requirements, evaluation factors and specific skills merit.
3.Confidencialidad: the selection process is confidential keeping in reserve the identity of each candidate.
4.Inpugnabilidad: applicant once the process may invoke, 5 days off the process to challenge.

D) Appointment, term and termination
You can only appoint one of the candidates proposed by the selection committee and last three years in office period may be renewed for up to two times, but this must be taken into account assessments of managerial performance.


According to art.37 to grant a charge in the second hierarchical level, the holders must belong to the plant directly and immediately dependent of supervisor or corresponding to headquarters organizational units that respond to the upper head, whatever the degree or level in which they are located on the ground staff. The deputy director and regional directors are always second hierarchy. Every ministry must define for their services which are dependent or supervision of senior management positions public.

1.Gestión effective and efficient functions within public policy
2.INSTRUCTIONS given by their superiors
3.Términos of performance agreements
b) professional competence, integrity and probity.

A. General Requirements for application to a charge of public address

a) Title of a career of at least 8 semesters i granted by a university professional institute or recognized by the State.
b) Work experience not less than 5 years

A. Selection of a senior management position of public
