3.1. The Provisional Government and the Statute of Núria

  • The negotiations with the Provisional Government of the Republic resulted in the immediate recognition of a regional government, which adopted the historical name of the Generalitat of Catalonia.
  • The 46-member committee, chaired by Jaume Carner, gathered at the Sanctuary of Núria and drew up a blueprint (the Statute of Núria) that was handed to the government on June 20, 1931.
  • The Statute proposed a federal nature and sovereignty residing in the people of Catalonia, establishing state autonomy within the Spanish Republic.
  • The Catalan language was made official.
  • The Government assumed exclusive powers over teaching, culture, police, health, and public works.

3.2. The Statute of Autonomy of 1932

  • Many left-wing intellectuals joined the party, increasing its prestige and heterogeneity.
  • The parliamentary debates began in May 1932. Three main positions emerged during the discussion:
    • The Central Government (which granted Catalonia moderate autonomy).
    • The Catalan Parliament (which claimed broad autonomy).
    • The right-wing opposition (which defended the unity of Spain).
  • The Statute of Autonomy, though not very broad, was approved on September 9, 1932.

  • The approval of the Statute marked the end of the interim government stage.
  • Elections for the Parliament of Catalonia were held on November 20, 1932.

  • On December 13, Lluís Companys was elected Chairman of the Parliament, and on December 14, Francesc Macià became President of the Generalitat.
