The Eurosystem and ESCB Definitions

The term Eurosystem refers to the group comprising the European Central Bank (ECB) and the National Central Banks (NCBs) of the eleven countries that have adopted the single currency. When all member states of the European Union participating in the euro area are included, the Eurosystem will be synonymous with the European System of Central Banks (ESCB).

Tasks of the ESCB

Primary Objective

The primary objective assigned to the ESCB by the Treaty is to maintain price stability. Without prejudice to this objective, the ESCB shall support the general economic policies in the Community.

Basic Functions

  • Define and implement the single monetary policy.
  • Conduct foreign exchange operations consistent with the exchange rate policy for the Economic and Monetary Union (EMU).
  • Hold and manage the official foreign reserves of Member States, without prejudice to the holding and management of working balances in foreign currency by the Member States.
  • Promote the smooth operation of payment systems in the euro area.
  • Authorize the issuance of legal tender in the area.
  • Contribute to the smooth conduct of policies pursued by the competent authorities relating to the prudential supervision of credit institutions and financial system stability.

Bank of Spain's Role in the ESCB

The Bank of Spain participates in the development of the following basic functions attributed to the ESCB:

  • Define and implement the monetary policy of the Community, with the goal of maintaining price stability throughout the euro area.
  • Perform the exchange rate policy and foreign exchange operations consistent with the provisions of the Treaty on European Union, as well as hold and manage the official foreign reserves of the Member States.
  • Promote the smooth operation of payment systems in the euro area.
  • Issue legal tender banknotes.
  • Fulfill any other responsibility arising from its status as part of the ESCB.

Functions as Spanish Central Bank

The Bank of Spain also performs specific national functions:

  • Hold and manage foreign exchange reserves and precious metals that were not transferred to the ECB.
  • Monitor the solvency, performance, and compliance with specific rules of credit institutions, and any other financial institutions and markets for which supervision has been assigned.
